REPORT FOR THE COUNCIL OF ELDERS
PART 1
The middle Ages encompass one of the most exciting periods in English history which contains one of the most important historical events of the medieval era (Turner, 2003).Magna carta was a document that King John of England was forced in to signing it because it greatly reduce the powers he held as the king of England and permitted for the formation of  a powerful parliament. This Magna Carter later became the basis for English citizens rights (Amar, 2000).

The main purpose of Magna Carta was to curb the king and make him govern using the old English laws that had prevailed before the Normans came. It was a collection of 37 English laws which were drafted by Stephen Langton together with the most powerful Barons of England.

It was initially referred to as articles of the Barons when it was being signed by King John.
This document was considered as the founding document of English liberties and hence American liberties. Magna Carta has influenced United States constitution and the bill of rights.
The English Bill of right was passed by parliament in 1689.

The English bill of right was designed to control the powers of the kings and queens and make them subject to the laws passed by parliament. It came up during an era when more tolerant prerogative was required (Drew, 2004).

The United States bill of right is the term that was used for the first ten amendments to the United States constitution. These amendments were meant to limit the federal governments powers, protecting the rights of people by preventing the congress from abridging freedom of speech, freedom of press, freedom of assembly, freedom of religious worship, and the right to bear arms, preventing unreasonable search and seizure, cruel and unusual punishment, and self-incrimination, and guaranteeing due process of law and a speedy public trial with an impartial jury. In addition, the Bill of Rights contains details in the constitution of certain rights   which states that the enumeration in the constitution shall not be construed to deny or disparage others retained by the people.

All the three laws that is Magna Carta, English bill of right and the United States bill of right were aimed at limiting the powers of the leaders in these countries.

PART 2
Magna Carta had the most early and direct influence on the body of constitutional and common law that subsequently developed in England. It was the basis of the council of barons that sat in session to enforce the key elements of the Magna Carta towards the king and hi subjects. Magna Carta contained provisions to set up what would become the first court system and this lead to development of different courts. Any person who accused the other for any crime had to produce evidence that would support the accusation they were making.

The legal system in UK had been developed for a long time but with the introduction of Magna Carta legal precedents were set which exists up to today.

Parliament and the judiciary grew out of its clauses that stated that all free men in England should have the right to trial.

The United States bill of right consists of amendments through the constitution of the United States. The amended constitution was intended to protect individuals from the abuse through setting of the limits on the government powers thereby increasing public confidence in the new federal government.

Among the amended laws contains one of the most cited that includes provisions seeking to guarantee freedom of religion, speech, press,and the rights of peaceful assembly and petition. The bill of right of the United States had considerable legal precedents which made it become famous because of its uniqueness, its interpretation and its expansion within separate judicial act that could override actions of the congress and the president. The amendment that was made regarding the legal system stated that there is no person who shall be held to answer a capital or an infamous crime unless on a presentment or indictment of a grand jury except in cases rising in the land or naval forces and militia.

The English bill of right was put forward by the English parliament and signed to become law by King William III. It became one of the essential documents in the English constitutional law. It formed the most essential step in the progression of English society from a nation subjects under the prenary authority of a monarch to a nation of free citizens with inalieble rights. It was a gradual process because it began with Magna Carta in 1215 all the way to where the intermittently and subsequent monarchs were compelled to recognize limitations of their power (Brett, 2003).

PART 3
As part of my recommendation I would recommend the following rights in the island
Individuals are supposed to have right to bear arms. This right will be very important to the citizens of the island because individuals will have their own security in hand.

Right to speedy trial
Every persons trial is supposed to be held as quickly as possible instead of somebody living with a lot of curiosity and therefore its important for one to know his or her fate. This will also reduce the number of cases that pile up in the court. When a case is decided first individuals will feel free and work hard for their country.

Right to live
Every person is entitled to live and therefore the law is not supposed to declare the death of a citizen. The person has the right not to be killed by another person. Theidea of right to life creates a central debate on issues such as capital punishment, euthanasia, self defence, abortion and war.

Right to vote despite of the race or gender
Individuals voting rights are very important because he or she can influence governmental decision making through the vote. Voting is therefore important to every individual in the country because its like a formal expression of preference for a candidate in the office or a preferred resolution or issue. Therefore through voting individual will be able to express their views about their country using their vote.

Right of not being a slave
Any person is not supposed to be sold to slavery, a person should be given freedom to choose where he or she wants to work.
