Operational Plan to Increase the Number of D.U.I.

The city of White Plains is replete with pubs, bars and ritzy social clubs.  People of all classes can be found drinking various hard beverages from dirty gin martinis to Colt 45.  As a result, the number of people drinking and driving has risen. This is especially so during the holiday season.  Accordingly, the City of White Plains Police Department has decided to enact the following operational plan.  From Thanksgiving Eve to December 24th, increased patrols will cover the interior and perimeter of White Plains. This season is known as the highest drinking season thus two undercover detectives will be assigned to establishments known to be college bars in the area.  Their assignments will last from 10 p.m. until 4 a.m.  The Bronx River Parkway will be manned with officers at every two exits. A crash DWI course will be mandated for all officers to watch for the following
turning with a wide radius or
 straddling the center or lane markers
eye fixation,
tightly gripping the steering wheel,
slouching, in the seat,
gesturing erratically or obscenely,
having the drivers face close to the windshield,
drinking in the vehicle, or
the drivers head protruding from the vehicle

Each of these signs will serve as probable cause for a pull over.  Additionally,
check points will be established at each entrance and exit to the city. The estimated cost for this crackdown is estimated to be 1,025,000.  Said funds will be halved between the office of the Westchester County Executive and the City of White Plains.  The city has funds set aside from the Michael Frey grant which was established in memory of Michael Frey who was killed while on duty by a drunk driver.
